How to lay out the answer. Follow the frame, then write it in your own words.
1 · Open in one line. The state legislature is the law-making body of the state; the Assembly is its main house.
2 · Law-making. It makes laws on state matters. An ordinary bill can start in either house, but the Assembly has the final word.
3 · Financial control. Money Bills start only in the Assembly on the Governor's recommendation; the Council must return them within 14 days.
4 · Control over the executive. Ministers are collectively responsible to the Assembly; a no-confidence motion removes them; members ask questions and move adjournment motions.
5 · Electoral functions. Elected MLAs vote for the President and elect the state's Rajya Sabha members and one-third of the Council.
6 · Constitutional amendments. Some amendments need ratification by at least half of the state legislatures.
7 · Close in one line. So the legislature both makes the state's laws and keeps its government answerable.
Scoring tip: Use the five function headings in this order; one clear sentence under each is enough.
