Functions of Parliament, money bills and control over the executive sheet3-mark answer frameHow does Parliament control the Council of Ministers? Explain any three ways.
How to lay out the answer. Follow the frame, then write it in your own words.
- 1 · Open with the principle. In a parliamentary system, the Council of Ministers is collectively responsible to the Lok Sabha.
- 2 · Questions. In Question Hour, the first hour of every working day, ministers must answer questions and supplementary questions.
- 3 · Motions. Calling attention, adjournment and censure motions let members debate and criticise policies.
- 4 · No-confidence motion. The Lok Sabha can pass a no-confidence motion, which forces the whole Council to resign.
- 5 · Money and bills. Defeating the budget, a money bill or a government bill also shows a lack of confidence.
- 6 · Close in one line. So Parliament keeps the government answerable every day.
Scoring tip: Name each method before you explain it. Three named methods with one line each earn the 3 marks.
