Compare the Lok Sabha and the Rajya Sabha. Would you call the Rajya Sabha only a secondary chamber?
How to lay out the answer. Follow the frame, then write it in your own words.
1 · Open. In a parliamentary system the lower house is stronger, and in India the Lok Sabha is the more powerful House.
2 · Representation. The Lok Sabha is directly elected and can be dissolved; the Rajya Sabha is indirectly elected and permanent.
3 · Ordinary bills. Both have equal powers, but in a joint sitting the Lok Sabha prevails by its numbers.
4 · Money and control. Money bills start only in the Lok Sabha, and the Rajya Sabha can only recommend within 14 days. Only the Lok Sabha can pass a no-confidence motion.
5 · Equal and special powers. Both are nearly equal on amendments and on removing top office holders; only the Rajya Sabha can create an All India Service or act on a State List subject.
6 · Close with your view. So the Rajya Sabha is the second chamber, but not a secondary one.
Scoring tip: Give your opinion in the last line. 'Second but not secondary' is the expected conclusion, backed by the special powers.
