The organizational environment, scanning and PESTEL

The organizational environment is everything inside and outside the organization that affects its performance. Managers scan it and use PESTEL to study the general environment.

InternalOwners, staff, culture, structure, resources
Specific (task)Customers, suppliers, competitors, pressure groups
General (macro)Political, economic, social, technological, environmental, legal
UncertaintyDegree of change × degree of complexity

Components of the organizational environment

Environmental uncertainty and stakeholders

Robbins measures environmental uncertainty on two dimensions: the degree of change (stable or dynamic) and the degree of complexity (few or many components). A stable, simple environment has the lowest uncertainty; a dynamic, complex one has the highest. Stakeholders are any groups affected by the organization's decisions: employees, customers, shareholders, suppliers, government, trade unions, communities and the media. Managing stakeholder relationships well builds trust and improves results.

Scanning the environment

Environmental scanning means screening large amounts of information to spot and interpret changes early. Competitor intelligence and global scanning are two common forms.

  1. 1
Decide which factors matter most to the business.
    e.g. exchange rate, rival prices
  2. 2★
Collect information from CBSL reports, news, trade journals, customers, sales staff and rivals' annual reports.
  3. 3★
Analyse and interpret it with tools such as PESTEL, the five forces and SWOT.
  4. 4
Forecast likely changes and their effect on the firm.
  5. 5
Share findings with the managers who decide.
  6. 6
Act, then keep monitoring, because the environment keeps changing.
    scanning is continuous

★ one-way, controls the pace

In Sri Lankan business

During the 2022 economic crisis, the rupee fell sharply, fuel was rationed and many imports were controlled. Firms that scanned these economic and political signals early, for example by building local supply chains or securing stocks of inputs, coped better than firms that reacted late.

Exam angle

Short answer: “What is environmental scanning?” Screening large amounts of information about the environment to spot and interpret changes early, so managers can act in time.

Structured question: “Distinguish the specific environment from the general environment.” Specific: customers, suppliers, competitors and pressure groups that directly affect the firm. General: broad PESTEL conditions that affect all firms indirectly. One example each.

Essay: “Explain the components of the organizational environment and how PESTEL analysis helps a Sri Lankan firm.” Define the environment, explain internal, specific and general components, then each PESTEL factor with a Sri Lankan example, and close with scanning and uncertainty.

Remember it

PESTEL = Political, Economic, Social, Technological, Environmental, Legal. The specific environment is C-S-C-P: Customers, Suppliers, Competitors, Pressure groups.
